Tips for removing wastegate clip?

Has anyone been successful in removing this clip without taking out the whole turbo assembly? I'm only doing this to pass my failed smog test (previous owner had put on an aftermarket wastegate controller), so I'd rather not have to pull everything out- I also don't have any new gaskets...

Well I figured out why I couldn't get it off with the turbo installed. I literally had to chisel the clip off because the aftermarket arm was way too big and had rusted to the clip.

Anyways, oem one went on pretty easy with the turbo out of the car... Clip is loose as it should be.

BTW, because I couldn't find the exact part number for the oem wastegate actuator in the forums, the part number was "Garrett 700187-1". At the moment it is running at exactly 5 psi with 1 or 2 full turns of preload. I will probably just get a boost controller to adjust the rest after I get past smog.

Also, if anyone else is struggling with taking off the clip while it's on the car, a pair of tiny needle nose pliers work well, I think they're called jewelry pliers. They also work for putting the clip back on, they need to be small enough that they can fit between the clip and actuator arm. That is, if it is attached with an e-clip

The rubber O-ring on the oem oil return line is 22mm OD 3mm width btw
