Timing belt tensioning help

Hello all,
I own a Mazda MP3 and currently I've been having some issues with the chirping of the belts and gas mileage and I'm almost certain that it has to do with the timing belt needing to be adjusted.

I've searched the forums and outside of the community but can't find any how-to to tighten our timing belt. Could you guys help me out and point me in the right direction?
