Timing belt tension pully/idler pulley

Hi Folks,

I know this might be a dumb question, but.... is the timing belt tension pulley supposed to be stationary? in that... should it flex/move with only the spring tension after torquing?

Reason I'm asking is, after putting the tension spring on and torquing the tension pulley to specs, the pulley no longer flexes under spring loading....

Just wanna get it right before putting the motor back in... and this has been concerning me for several weeks... and the manual doesn't say squat.
 
Torque the bolts that hold the tensioner and idler pulleys first, then install the tensioner spring. Install the belt, then use an Allen key on the tensioner to pull it outward to get the belt on.
