Stumped - Surging, trans problem?

Hey everybody

I'm new to posting to the forum but have been using it to troubleshoot a bunch on my P5 - thanks for all your help! This one's a call to arms, i'm completely stumped and haven't been able to find much information about my symptoms anywhere. Some back info (and please let me know if i need to put up more information): 2002 P5 160,000 miles, auto/tiptronic trans, cold air intake is the only upgrade to the engine, bought the car at 140k has been good to me up until now..

Symptoms: Surging at highway speeds, surging seemingly only after engine has heated up. Does surge intermittently at low speeds as well but much more rarely. Has gotten to the point where i can get past 45mph without the engine racing/darting. NO PROBLEMS WITH SURGING WHILE USING TIPTRONIC. Car idles great.

After some research i figured i was having issues with the intake as i did very recent to this issue have the CAI pop off at the boot on the intake manifold from it rubbing up against the master cylinder a few times. With it surging at high torque i came to the infamous P0660 VTCS manifold problem - code was "confirmed" by the first auto shop i took it to - said the actuators that control the butterflies within the manifold werent opening enough.
The estimate from the shop was $800+.
Did more research. Actuators are controlled by vacuum. I made sure i was getting supply to the VTCS and VICS solenoids, checked the resistance, even went to the junkyard and swapped them out. No issue. I was getting vacuum. The one was engaging during the cold start/closing at temp. The other was opening and closing as well. i bought a scan tool, havent gotten the P0060 code again yet. Still surging.

About to take the car to a trans shop just bc the surging isnt happening in tiptronic. This would be the 3rd shop and im already 300$ in (not including the tools i bought for myself) on a college budget and desperate.. anything suggestions??
 
We'll first off $800 to replace a solenoid is rediculous. P0660 will not cause surging, that solenoid does nothing till you hit 5200 rpms.

Is the car jumping or is it coming in and out of power? If it's jumping check motor mounts. If it's coming in a and out of power it may be time for a tune up. Or check the throttle position sensor

Also after it's warmed up and after it's surged smell the exhaust. Could be a clogged cat and the ecu doesn't monitor the 2nd one so it won't throw a code
