They probably have the title, but no registration. The car probably became theirs by default as an impound vehicle that was never picked up by its owner.

A 1999 Millenia front clip for $650 in Texas. If it's the Millenia L it's got a curve neck KLDE, if it's a Millenia S, it's got a 2.3l Supercharged Miller Cycle motor. This would be a good pickup for anyone wanting to do a swap into their Protege. Wiring harness, ECU, MAF sensor and all the goodies.
