Something vibrating in my car, front driver side

Hello all,
sorry, there isn't a sub-topic that seems very relevant to my issue unless I'm missing it.

Since I bought the car, there has been a vibrating noise coming from the driver side of the car. It sounds like it is somewhere in the steering wheel/information panel region. It has gotten worse over 2 years and can get quite loud at times.
I've tried looking undernearth the steering wheel at all the tied up wiring harnesses, but nothing seems obvious to me. Anyone ever come across something like this?
It's a very fast vibrating sound, I could describe it as something like a platic snare drum being played in a band...
 
Does it change with vehicle speed or engine RPM?

Does it only happen over bumps/rough roads/etc?

Happen sitting still?

Happen at all times? Car running? What about key on engine off?

It does seem to have a sort of resonance at times, where a certain speed will make it sound loudest, but it happens over a wide range of speeds. The volume does also seem to jump with a bump as though the cause were being jostled around.

It does happen still, yes.

With the car not running, nothing is moving at all, so no, it does not happen with the car off.
 
When you hear the vibration, put it in neutral and rev the engine while coasting. That will show if it's dependent on engine RPM. It could be a leaf in the blower. My old truck has a noisy speedo cable. It could be a bit of loose plastic under the car that vibrates in the wind.
