My dad is obsessed with backing things up...we back all our cars in the drive way...anyway, I have knocked over the rakes and shovels in the back of the garage numerous times backing in the tractor. The reverse is too fast...and the clutch doesn't work like a normal clutch, it sticks sometimes.

But the law does not REQUIRE someone to proceed the turn on the red does it? I mean, does it state that if the light is red and traffic is clear that you MUST proceed with your turn as if it were a green light?

I understand your points, it just seems like an odd example for the retest scenario.

Our "DMV" uses interactive video terminals to do the "written" portion of testing (they show information, pictures or video clips and present multiple-choice questions) and I think that people renewing their license every five years should sit down and run through one of these again - and do a road test if they fail!

For seniors I think it should be a yearly parking-lot test at least.

What we really need for seniors is cars that drive themselves - I hope the technology is there by the time I need it!

That was just the first thing off the top of my head that I know was added somewhat recently. When you're in the city, people that just sit there can really back up the traffic flow.
