Rolling Fenders

Hello, I recently purchased a set of new wheels and tires. However, they are rubbing pretty hard in the rears. I was looking at it last night and was considering rolling the rear fendres. I didn't know about the inner fender though. Has anyone rolled the inner fender as well? I was hoping to get as much roll as I can, but I didn't know if the inner fender affected people that much. Any help would be great.
