RMP is going up while stopping. HELP

I have a 1998 Madaz protege', recently I have noticed that the tac-o-meter goes up to 1000 RMP while slowing down or at a complete stop. I am burning excessive gas going nowhere. Nothing I tried seems to be working.

NEED HELP to figure this out.

Wrong section but it maybe the intake leak some where. Try spraying some carb cleaner over the intake piping. Is the car an auto?

Yes the car is auto. I tried what you said before, that did not work.
