Refinishing & repainting Rims

I plan on starting this project soon and wanted to get some input from you guys on refinishing stock 16" protege rims which I plan on painting black. The rims have some paint bubbling up and chipping on the inside corners and some curb rash. What do you guys recommend I do in regards to filling the curb rash and the bubbling paint once I sand the rims down?

Any input or recommendations on the whole process would greatly be appreciated!

Body filler for the minor shallow stuff. Jb weld if youve got anything more substancial.
