Questions on fender pulling

I want to fit something along the lines of 18x9 +15 on a Speed3. I know it's not possible with stock set-up, or even with rolling the fender.

Can someone explain to me what exactly fender pulling is? What's the extent it can be pulled to? Anyone have it done? And the price per fender?

More than just rolling, I was looking more along the lines of fender pulling to widen the fender a bit. Any idea if it's possible at home or how much a shop would charge? Also, how much of a pull does a fender usually allow?
