President's Approval Rating Dips Below 40

WASHINGTON - President Bush's job approval has dipped below 40 percent for the first time in the AP-Ipsos poll, reflecting widespread doubts about his handling of gasoline prices and the response to Hurricane Katrina.

Nearly four years after Bush's job approval soared into the 80s after the terrorist attacks on Sept. 11, 2001, Bush was at 39 percent job approval in an AP-Ipsos poll taken this week. That's the lowest since the the poll was started in December 2003.

The public's view of the nation's direction has grown increasingly negative as well, with nearly two-thirds now saying the country is heading down the wrong track.

"As a nation, we are pretty well stretched," said Barry Allen, a political independent from Reed City, Mich. "I approve of some of the things the president has done, and disapprove of others. Overall, I disapprove."

Allen said he liked some of Bush's economic steps during his first term but has been dissatisfied with the president's economic moves in his second term, his Iraq policy and his handling of gasoline prices.

Allen worries Hurricane Katrina has taken the wind out of an economy that was moving in the right direction.

With gasoline racing past $3 a gallon, Bush's standing on dealing with those prices may be one of his biggest problems seven in 10 said they disapprove.

And just over half in the poll, 52 percent, said they disapprove of the president's handling of the hurricane.

For Bill Kane of Kingsland, Ga., the government's slow response to the hurricane "was terrifying to see in our own country. It made you mad, because it made you think where's our money going?"

More evidence of problems with the storm response surfaced Friday when the Federal Emergency Management Agency announced it would discontinue a 2-day-old program to issue debit cards worth to displaced families.

The administration also dumped FEMA Director Michael Brown, who had come to symbolize the stumbling early days of the hurricane response, as commander of Katrina relief efforts.

Brown once served as the judges and stewards commissioner for the International Arabian Horse Association.

"Bush puts people in jobs who don't know what they're doing," said Shirley Carignan, a retiree and a political independent from Weymouth, Mass. "I think he's picking friends for these jobs. My girlfriend raises Arabians. You know horses, so what? Horses and people are different things."

The number of people who think the country is on the wrong track grew from 59 percent last month to 65 percent this month. Tumbling consumer confidence after Hurricane Katrina may be contributing to that sense of pessimism.

The RBC CASH Index, based on polling by Ipsos, showed that consumer confidence sank in September to the lowest level since early March 2003 before the start of the Iraq war.

Economic woes and a continuing war in Iraq have been complicated by the continuing hurricane recovery crisis.

"A lot of Americans don't pay attention to their leaders on a day-to-day basis," said Robert Blendon, a public opinion analyst at Harvard's Kennedy School of Government. "They measure presidents, governors and mayors on how they handle big events like a hurricane. This event is not over because the bodies are going to be discovered day by day."

it's not so bad. roberts replaces renquist. no change there. the big thing is the o'connor seat. that's gonna be a tough one. rumor mills have it albert gonzales is up for it. we'll see in a few weeks.

clinton gets a hummer in the oval office and they're chasing him out with flaming torches.. this guy ***** up the country to an almost unbelievable level, and nobody has spoken a peep about impeaching him.

i wasnt even aware that they were allowed to chance a nomination. the fact that he was originally nominated for o'conner's seat, and then "oh, renquist died, lets make you Chief Justice" it would be like me applying for a level one position, and then a manager position opens, and i say "you know what, i would rather have THAT one."

Yeah, Ken Starr and his friends went just a LITTLE overboard with Clinton's sex life.

A lot of people say more could have been done. It is true. It is NOT all on Bush though.

New Orleans officials knew that a cat 3 to 5 direct hit on the city would KILL the city. Hell, there are large parts of the city quite a few feet below sea level, right next to the water.

There wouldn't be the New Orleans we knew if Hurricane Camille would have hit it in 1969 (It hit Biloxi Mississippi instead, about 90 miles East). New Orleans had 36 years of luck, it was bound to run out.

Much construction needed to be finished. Levees needed to be worked on, water gates, etc.

There should also have been a better evacuation plan for the less foutunate, etc.

Having said that, I am glad that the FEMA director is out. That was a stupid move by Bush. (dunno)

they had been told all this back in August 2001...they had 4 years. but thats beside the point. i saw on CNN or other news channel that most of the famous "French Quarter" is barely bruised. also a lot of the surrounding area and suburbs are fine as well. dont get me wrong, there is TREMENDOUS damage and suffering, but from what i saw, its not the complete catatophe it could have been.

i agree that the FEMA guy was completely imcompentant and should not have been placed there.

Maybe if we're lucky enough, by some miracle Bush will be elected for a third term. That's right after he gets rid of the 2 term max serve limit.

eh, most horror films dont try for the trilogy, they lose too much interest in the terrible sequel to a lackluster original.

Maybe that is because they pumped the hell out of the water. They are doing a good job, but the damage may be done.

The buildings in the Quarter are standing, but many of them are ruined, I gurantee. The interiors will have to be gutted.

Remember, these buildings are VERY VERY old.

HAHAHAHA. well said.

Only poll I care about was Nov. 2, 2004, most votes in American history he received.

Kind of funny that the AP would take that poll. For the past 10 days or so, the AP has been throwing around a number of roughly 10,000 dead people with no evidence to back up that 10,000 number and no reasoning, and now the AP is saying that the death toll may not be that high after all. Mayor Ray Nagin had warned earlier this week that the death toll could reach 10,000. State emergency authorities had ordered 25,000 body bags. The Democrat Mayor uses a number of 10,000, and the Democrat Governor has her officials order up 25,000 body bags, and the AP just runs with that number and now has to correct themselves a week later. I don't trust the AP poll numbers any more than I trust their exaggerated death toll numbers.

If he could run for a 3rd term, he would have my vote. (usa)

It's all coming out in the wash guys. When this whole New Orleans thing is over you will understand the full scale of his incompetence. Every day new irrevocable evidence is coming out as to what went wrong, such as the administration IGNORING the warnings from the most reputable storm center in the world when they stressed how devastating this storm would be. How any republican can still defend this guy is BEYOND ME. But many (not all) republicans I know are mindless talking-point spitting zombies who just get angry when you challenge their narrow incorrect view.

couldnt have said it better myself. the best part is when you challenge their incorrect views, you are "unpatriotic" and should be kicked out of the country. idiots.

wtf was this for? obviously we have a hardcore diehard republican that is as hard headed and dumb as they come.

When you guys classify Republicans into one group it makes it look like you have a narrow point of view (like you are classifying Republicans of having). I am right there at moderate, and I would put a moderate Republican (McCain) in office any day. I would never put an extreme liberal (Boxter) or an extreme conservative (Bush) in office with my vote. It is not good for our country to be run by such a partisan person. You know, I actually don't think Bush is as conservative as we all think in his personal views. I think he is conservative because he needs that base of voters to win (on advise from Karl Rove, a master slimeball). Bush is a businessman, plain and simple. He grew up that way, he surrounds himself with his business buddies (like a good businessman does through networking), and is just a terrible president. I actually think he will go down as one of the worst presidents in history. We need to elect McCain in 2008 to get some bi-partisan work done to get our country back on track, or our war with China in about 10 years will not go very well (and yes, it will happen).
