If the car is empty of occupants with the engine running, it will not let you, it is a safety feature. Similarly, if you are sitting in the driver seat and have your foot on the brake and/or have the gear shift in "D," it will also prohibit operation of the power gate. There are a couple other scenarios too that I forget off hand. It wants you to be safe and does not trust you to make decisions for yourself.
