The idea is to strengthen the splitter to prevent it from flexing. If you attach it to the plastic bumper, which is probably more flexible than the splitter, it doesn't help. If you attach the supports to something rigid, say, the bumper *support* bar, core support, or basically anything metal, it helps the splitter maintain its shape and effectiveness.

aMaff, my splitter is mounted directly to the frame underneath in 2 places. Its almost doesn't even need the the rods. The way the rods are mounted to the bumper tho, it creates a triangle. Triangle is the most rigid shape.
 
To the subframe? You're probably right, but what happens when you put ~100lb of lead on the middle of the splitter? The trick is keeping it tucked up so it doesn't separate from the bumper at speed. And it may be fine, I obviously don't have it in front of me. But I still maintain that those supports may as well not be there.
