Not holding 10 psi with GT28RS

Ok so the problem is when i set my profec b to 10 psi. It will spike a little past 10pounds then consistently continue to go up and down. However when its set at 7 psi it will hold smooth to redline. Is my problem at the wga??? I know the "Gain" setting can affect spiking but it does it even when set at 0%. Any help would be greatly appreciated.

-Custom catless DP back 2.5 exhaust

Turn the EBC off and see if it holds steady boost. It is probably all in the settings, I have to change my ebc settings constantly.

I'll try that, I been playing around with the settings all day...it does feels a bit better now. Im putting a vacuum block on it tomorrow to see if that helps too...the dude who had the car before me had everything running from the same source.
