Need some help from Mazdaspeed MX-5 owners

I live in Huntsville, al there is a car lot with a 2004 red Mazdaspeed MX-5 with red and black interior Bose speakers, still stock but has a roll cage around the head rests. For 13k but here's the bad needs new tires, brake pads and rotors, new front bumper and a new fog housing. In amazing shape paint looks amazing wheels are in good condition, top is good interior needs to be cleaned up but looks good. So is this a good deal? Would you buy it if you were me?

2 questions first:

How many miles?
Why does it need a new front bumper?

Just to give you an idea... I bought my 2004 MSM with all the mods done to it, 40k miles, in 2009 for $12k. That one doesn't sound like a bad price overall, but your list of things to fix makes me curious.
 
75,000 miles on it. When they got the got the dealership drove it into a poll. I don't think I'm gonna get it now, just seems like not that great of a deal for what all needs to be done to it.
 
You'll love the car, but I don't feel that it is the best deal out there, like you said.
 
Yeah I bet I would. There is another Speed MX-5 owner here, Green with a tan top. Love the lines and love how it handles. I might just continue my FrankenMazda project like I have intended, Wheels, Lowering kit, Ark DT-S Exhaust, Debating CAI because I don't want crap getting in my engine. Also debating getting a turbo and FMIC because I would also have to upgrade tranny and axles as well with the added torque/HP.
 
I've seen that car before, a few years ago when I was down at Road Atlanta. It's not a real MSM. They were never made in green.
 
Well it had the same wheels, same body look and the badges are all in the same spot. But I guess I could be wrong.
 
MSM's only came in 4 colors:

Velocity Red Mica
Titanium
Black Mica
Lava Orange
