Need help with waste gate actuator

Okay so while driving the car WILL run boost, straight to 7lbs with no spike, but only if the rpms are high enough, if not it feels like I lose power and can't accelerate and I can hear all the air blowing out the waste gate, and I pulled the vac line off and can blow through it so why does the wga work only half the time?
