You probably don't want to spend too much money modifying the Protege. A few bolt-ons like a header and intake are fine but unless you plan to invest a lot into the platform you won't make a lot of power. Proteges are made to handle well and they do great even with a stock suspension.

How is it possible to not 'legally' be allowed to drive a turbo car?

Drivers getting their license takes minimum 5 years if start at 16 in Aus, go through a few stages

Lerners 1year and 120 hours supervised driving, limited to 80kph car can be un restricted in mods performance etc 0.0 blood alcohol level... 4 demerit points

Provisional 1 (Red P's) 2 years, can drive by self 90kph, 2 years, vehicle can not have any engine/perforance modifications, can drive turbos as of 1 Jan 2014, but has to be under certain power to weight ratio. This was brought in because of new cars coming out turbo'd from factory. 0.0 blood alcohol level. Restricted passengers between 11PM and 5AM 4demerit points

Provisional 2 (Green P's) as above.. limited to 100kph, 2 years, 8 demerit points

Full license limited 110kph, 13 demerit points, renew license every 1 year or 5 years. 0.05 blood alcohol limit unrestricted.

Learner Motorcycles are restricted to 250cc up to 650cc depending on power to weight ratio
