anyone know or recommend a shop that tunes mazdas. i have a 2001 mazda protege mp3 that was turbocharged and i need recommendations on tuning/ecu/fuel management

Maybe a bit out of your way, but Tri-Point Motorsports in the San Fernando Valley is a Mazda specialty tuner, mostly with RX cars. However, they did an ECU upgrade, recoding of the ignition/alarm, and fuel mapping for a Miata my family owned. They should be able to help you out.
