It’s supposed to be in tool holder with the lug wrench and jack lever or handle.

This is 100% correct. The tool was still included with my CX-5 2014 FWD but not with my CX-9 2022 AWD. The manual is very specific about the ways you can tow AWD car and it does not include the eyelet. In the manual also states that the tool is included only in some markets (Canada and USA is not the ones). I am not questioning what some users might want to do with it.
