no they havent. it was talked about but there hasnt been anything official as far i remember. i think u can even check the NHTSA website and there is no official word. shops and such r still selling them.
i got the plasma ones for my 4runner (i.e. the street legal ones). they're ok i guess. definitely whiter than stock but they're nowhere near the color of hids. however, if you get their other brand (the non-dot legal ones), they're a lot whiter. my friend got those for his civic and cut the little reflector covering for the bulbs off......damn they're bright!! i should still have a few pics of my 4runner at an old webpage..... www.homepagez.com/redzero/ i gotta warn you though, the pics were taken with a disposable camera so they're pretty crappy.
