How does road sign recognition work? Do all the models have it?

I think you need the navigation sd card. At least my 23 turbo needed it. To be accurate it needs the sd card to be updated. I just got back from a roadtrip and in North Dakota they recently upped the speed limit to 80 and my HUD would show 80mph when it went by a speed limit sign but within 5 seconds would revert to 75. I got home and loaded the latest version onto the sd card. It did the same on a secondary road in Minnesota where speed limit had been 55 but recently changed to 60

I believe the Nav card is only for situations where a sign is not detected.

it would detect the sign and display the sign speed and then within 5 seconds display the old speed. it was pretty annoying..as I use my HUD all the time. to be honest I can't remember if the HUD showed signs before but you very well could be correct that it shows them without the nav card.
 
TSR (Traffic Sign Recognition) requires the HUD (Heads Up Display) option as well as a Nav card. So no, all models do not have this feature.
