How do you take out the headlight assembly on a P5?

I want to install strobes in my headlight bezels ( I know it sounds ricey) but cant figure out why they aren't coming out when I unscrew the bolt next to the fender on the top and the one behind the edge of the grill. Any suggestion and or advice would be appreciated.

there are a few more bolts, UNDER the bumper.
