how do I read the boost gauge correctly

I understand from 0 - 25 PSI obviously, but what are the numbers below zero or almost 'negative' numbers which are measured in inHG (inch of mercury).

my car is around 20 inHG when idling, 1 PSI when the car is turned off, and anywhere from 1 - 20 PSI when giving the car some decent power.

Negative is vac. basically your car runs in vac until the turbo is able to compress enough air past 1 bar.

20 vac at idle is right. as you approach zero, which is WOT for N/A cars, you begin building boost thanks to the turbo
 
normally, it should be reading 0 when the engine is off. don't worry though. it's typical prosport characteristics.
