HID troubleshoot

I have a buddy that installed hids on his 05 mazda6 but the car seems to not ignite the ballasts. I wasn't there for the install but he assures me it was done correct as him and his father-in-law did it. Everything is plugged in and everything. He said that you can hear it light up but no lights? Any one have any idea why this might be? He also said something about he heard he might possibly need a harness to draw power from the battery? I have no clue and have never heard of this kind of problem but he said it was something with the car but I can't see it needing that. Anyone have an idea?
