Help me identify this part!

So my dad was digging around in his garage this past week, and found this. I don't have the slightest idea what it is other than something that obviously came off my MSP. It had to have been pulled off my car when it was relatively new cause the metal still shines.

Anyone have a clue?

The hoop is the engine hoist point on the back right corner of the motor, attaches to the head on the side along with another bracket that has some electrical connections.

The long bolt I am not so sure about, have you ever dropped the oil pan then removed the Main bearing support plate?
 
Long bolt is to hold the spare down
I think the long bolt is to hold down the normal tire and rim (in the trunk) while the doughnut tire is being used. I didn't know about the other part, thanks!
 
I wonder what the hell I had holding my spare in place if that bolt was sitting in my dad's garage .. Ugh, stupid failing memory.

There's two bolts in there. One is already holding your spare down and then there's this one... I thought it was odd too, I just found those two parts on Sunday when I was going through cleaning out the trunk.

haha, no not invisible, sorry , I should have worded that better - "I thought that was odd too until I read pmpkinhead and BRIAN_MP5T's responses." I was just trying to add on to your point that the spare tire is not held down by the bolt in the pic.
