The way an impact wrench works hits the bolt with short burst of torque. The friction, inertia, and compression of the motor can withstand the short burst and the bolt will loosen. Turning it by hand applies the torque slowly. Think of it like dropping a clutch and breaking the axles...thats an impact wrench.
