Take off the t for the boost gauge and just put a straight connector on there and see if your car is faster then.

Mazda did not flash any cars. It was left up to the dealerships to flash the cars. Some did the flash most didn't. Did you buy this car new or used? But to address your other question...
You should be beating Civic SIs. Your car should not be making 10 lbs of boost. If it is, then you should be stomping on these Civics, but your motor will probably pop really soon if you continue to do this without supporting mods and engine management. Stock boost should not be over 7 psi. On most stock msp's bosst is like 5.5 psi. The boost guage could be innacurate depending on what type it is and where the vacuum source was tapped. If I were you I would try to get someone to help you who knows a little about diagnosing turbo cars or at least newer cars in general.
What level of vacuum are you reading at idle? It should be somewhere really close to 20. If less or if the vacuum at idle will not stay steady, then you most likely have a leak somewhere.
