if I weld that cat in, does it need a bung for the sensor? would that keep the cel away?

No, you would not have to add a bung for the second O2 (there is one already there). Basically the cat would replace the flex section in the DP. It just worked out that the Magnaflow cat is the correct length to fit between the bends.

Turbo XS makes the DP with an extended second O2 sensor bung to help eliminate the check engine light but it still may happen. By adding the cat you eliminate that issue.

I never installed this on my car. The extended bung for the O2 sensor (which is how it comes from TurboXS) is to eliminate the problem. There is a diode fix (adding a diode to the O2 sensor) that some people have used but I have no experience with doing it.
