if memory serves me right, i had a set of pads that came rubber banded but not sealed in the plastic wrap. everything was hunky dory. the issue could be that rubber bands get brittle over time, the pads you buy off the shelf today could have been sitting in the warehouse for months or years. and during the hustle and bustle of shipment, they might snap and your pads get tossed around inside the box.
