fan setting not working

Has anyone else have a problem with their fan blower? When I turn the fan on any of the settings there is no air coming out of the vents. I've tried every combination and nothing. Then once I hit 45mph or so it basically kickstarts the fan. Once on it does not turn off. Any thoughts on what may be wrong?

coworkers kia is doing the same thing...he found a spot on the car that has a short or bad relay he can hit and it comes on....
If youre not in warranty all I can say is im sorry....the dash is probably going to have to come out...fan motors and relays etc are not too expensive...but the labor to do it will be a bear.

Its my blower motor. My mechanic is gonna order a new one, I'm tired of banging on the dashboard to start the fan.
