Error Code p0660 and sluggish acceleration

Ok So I know people on here have asked this before, but I seriously need some help. I have installed new spark plugs, cleaned the wires, cleaned the throttle body, check the coil packs, and everything is fine. However, when running a diagnostic on my car the machine ran back a code p0660 saying open bank 1 on intake manifold. With this code I figure it directly goes with an issue I am having which is very sluggish acceleration. It honestly, feels like something is holding the car back when accelerating. The car overall runs really well and has no other problems besides this, but I hate my car having codes as well as the sluggish acceleration. Also many say this issue is caused by the VICS or VRCS solenoid (White Connector) however, I have no idea how to tell this theory and after calling my local dealership to find it to be a $125 part I am reluctant to just replace it. So PLEASE help me any advice is greatly appreciated!

Possible cause for p0660
VICS solenoid valve malfunction
Connector or terminal malfunction
Short to ground in wiring between VICS solenoid valve terminal B and PCM terminal 19
Open circuit in wiring between main relay terminal D and VICS solenoid valve terminal A
Open circuit in wiring between VICS solenoid valve terminal B and PCM terminal 19
Short to power circuit between VICS solenoid valve terminal B and PCM terminal 19
PCM malfunction

There are a couple of pages of diagnostic steps in the engine section of the manual for this code.

Thank you! I just need to know how I could test for each of those. It obviously is centered around the VICS solenoid so now that it is connected to that specific part I now need to know how to test if the harness is faulty or if the part itself is. Any ideas?
