Engine sputtering at idle and low RPM

Take off your plastic engine cover and check the hoses associated with the pcv also. Might want to put in a Purolator PV1047 while your at it as well.
Given your slightly higher altitude and atmospheric differences, a -20 reading is not low. I see that everyday where I am at now and when its freezing or near freezing in Florida.
 
Typically it's in boost or under load that the coils/wires will cause problems like that but it could be the either. I would chase down the vac leak first before swapping the ignition setup unless you have a spare set already.
 
Update: Car was running fine for a few days, so I thought I had it licked, but then it started doing it again, and I also have Bank one too lean code. It doesn't do it all the time, and I finally figured out that it doesn't do it at all when I am above a half-tank of gas. I guess there's no fuel filter, so I'm thinking fuel strainer or fuel pump at this point. For some reason my monitor can't see fuel rail pressure, which would be helpful for diagnosis.

Because there isn't a fuel pressure sensor, only a fuel pressure regulator that is mechanical in it's entirety.
 
I have this same problem on a stock pcm bad 02 sensor would replacing the 02 sensor fix that I know sometimes the 02 sensor dosent cause issues at least not on my old Hondas I didn't have a problem
