Engine not reaching seemingly ideal water/oil temps (2013 Mazda3)

I have a 2013 Skyactiv 2.0 Mazda 3, and recently purchased an OBD 2 Lufi gauge to display water and oil temps, and going from that it seems my engine doesn't reach the ideal 200F range of running temps.

Running errands today, including freeway, the water temp struggled to reach 150F, and the oil only got up to 130F. From what I read, both should be much higher, around 180F or above. It was -4F while running these errands (Isn't winter lovely) but still, shouldn't it be warmer? The blue cold engine light goes off at 130F, Lufi gauge wise.

Could I need a new thermostat? The water temp even goes down sometimes while driving, going from 140 back to 131 or so. The coolant is below the minimum line in the tank, which it has been since I bought it, just haven't had time to fill it up yet.
 
Yeah, that's probably a thermostat going bad. Had this issue with my 2008 2.3L and eventually got a code. Replaced the thermostat and temps went back up.
