So I noticed on the internet this thing called Engine compression restorer and I was wondering if it is safe to use? I have the 03 Protege5 2.0L MT with 166,xxx miles on it. It seems to be a bit sluggish in the lower rpm range and maybe this will help it or are all proteges sluggish in the lower rpm range?

It's snake oil. They increase viscosity and usually include an additive to swell seals and slow oil leaks. Thicker oil does improve piston ring seal, but I doubt you'll find a tangible difference in performance with an oil additive.

Running Seafoam through the intake is well known to improve performance on older engines, by removing carbon from the intake valves and combustion chamber, which creates turbulence. Search for the process, it's well documented.

These engines have a high powerband, making peak power from around 3000-6000 rpm. There's very little torque below 2500 rpm.
