Does Anyone Know What this Part is?

This piece fell off my 1995 Mazda Protege. The car is a standard, if that matters. It has lost considerable power with accelleration. The dealership didn't see anything missing but I forgot to bring the part with me to show them. Does anyone know what this part is/what it does or where it goes?

Isnt that the plate that pops into the splash shield to cover the hole for the crank pulley?
