CP-e Standback Q's?

I have a couple of questions about the standback...

-Does it allow you to run a catless dp without triggering a CEL?

-Can any tuner tune it or do i would i have to take it to a special tuner?

- Is it worth the price?

it cannot disable cels, but you should run a cat anyway to prevent boost creep
anyone should be able to tune with it.
I don't think it is worth the price when you consider an ap does much more for less money.
