Corksport Exhaust in Texas

This is probably a really n00bish question... but on the corksport website they have their own cat-back system, but they warn "Removing OEM catalysts is not legal and thus this system is sold for race use." Is this only true in NY and CA? or will you get dinged when you go to get your inspection sticker in Texas?
