I've driven through a couple fairly major mid-western down pours (those who live in the mid west or have been in a mid western down pour know what I'm talking about) on the interstate at 70 mph with my CAI. Not a single problem. I've also sat with the engine running in car washes with the under carriage wash, rocker panel wash.... you name it, not a single problem.
To hydrolock your engine, you pretty much have to SUBMERGE the intake in water. And if you're driving through puddles that deep, you should probably reevaluate your need to be on the road at that time. I bet if I had my CAI sticking out in front of my car and was driving through that same down pour at 70 mph, it still wouldn't have hydrolocked.
