Well that sucks for people that move there from another state and have a complete exhaust and stuff on their vehicle. What do they tell them... Well you can't drive it around until you get the stock exhaust back on. I'd be pissed because most of them got rid of their stock exhaust and would have to purchase the exhaust again. Is there any test pipe or dp out there that is carb approved?

That's right. Why do you think it is called a "test pipe"? It was invented to test your exhaust system by temporarily removing the cat. It is illegal to sell a cat eliminator anywhere in the US, but they get around that by calling it a test pipe.

Anyway, there are too many people in California already. Maybe this will convince you to go somewhere else; more space for me! (evil)

Nah, I'm gonna go out there so I can make some good money. Even though I don't really like the west coast. Out east is alot better in my opinion. But I have a job out there next april so I gotta go where the money is. Hell, I'll call these retards up later on and tell them I already got a mid pipe and see if there is any way of getting around it.
