Best change in High/Low Beam Lighting? Please assist!

I am looking to replace my Sport MS3 Low/High Beam and maybe fogs if I can do it.
What are the best lights I can get for my money? I am looking for a good true blue color with all of them so about 6,000k or 7,000k (I think that's right)
For HIDs I do have to remove the bumper for the install correct?

Any info is helpful!
 
No bumper removal is needed. Though I will say after running 6000k I'd go with 5000k max. The sponsors normally have good deals and you can always take a chance on ebay. My past few ventures there have been successful and my HID's are still up and running. As for the Highs just go and get some HID Match type bulbs. And unless you get projectors, from my personal experience I'd stick with Halogens.
 
Leave the halogens in the high beams.

The best result you'll get is by retrofitting good HID projectors in and replacing the stock halogen projectors. That way you'll get the best light dispersion with a clean cutoff. Also stay below 5000k bulbs. I know OEM HIDs on high end cars have that blue look to them, but they're all using 4300k bulbs and the color effect is from the projector cut off. You can modify a projector by adding washers to it in order to give more color along the cutoff.

I prefer a normal white light and was not looking for a blue color, but here is what I am using.

Lowbeam : H7
For low beams, I am using the Osram (Sylvania) - Hyper 65W H7 bulbs. These are normal white color bulbs with a 2100-lumen H9 filament and UV-blocking glass. They are only 10 watts more than the 55W stock bulb and can be used with stock wiring. They are bright! You will not get brighter low beams without converting to top-quality HID.

Highbeam : 9005
The brightest non-HID solution would be to use something like the Philips Rally 100W 9005 bulbs but you would need heavier wiring and a relay. I am currently using Philips 65W pseudo-Halogen Infrared Reflecting (HIR) bulbs. I believe these were made as an inexpensive replacement for the short-lived factory HIR high beams in the Dodge Viper. They are basically normal 9005 that is at the upper end of the wattage/lumens range and at the low end of the HIR/9011 specification. They seem about half again as bright as the stock MS3 lights. Toshiba/Harrison makes the real HIR bulbs that should be brighter and will probably replace these cheapies when they fail.

Fog : 9006
I have a set of Philips Ultra +80 bulbs from my old car that I plan to try in the fog lights when I get the time.
