Two things here:
1. Paypal does not allow the addition of a surcharge to accept them as a method of payment
2. Payment for an item should never be sent "as a gift". It's a very risky transaction for a buyer, and they've literally just given you money with no protections in place should something go wrong. Paypal will not investigate or even allow disputes to be filed in a gift transaction.

Bottom line: Set your price about 3% higher than you need to get out of the item. Or just live with 3% less. Seriously.

Yea I mean money order is fine for in-person because you can see and take possession of the item immediately. It takes a lot of trust to send someone a money order for a shipped item, because it would be very easy for them to decide to keep both the money and the item.
