Are the fender lights always on, or are they turn signals, like european cars?

If they're always on, it should be pretty easy to wire them up as god intended, so they are used as turn signals, right?

They are turn signals only .. not parking lights like all the other ghetto wanna be's that run around town the light wired wrong.
