Add-a-circuit fuse tap issue

Hello all,

I bought a foglight retrofit kit for my 2010 5, which was an easy install. I didn't realize this when I bought the kit, but the fogs are ringed by angel eyes, which are wired on a separate circuit. I thought it would be good to wire them as DRLs, so I brought the wire around to the fusebox, all properly taped, split-loomed and ziptied like I always do.

Unfortunately, it seems that every fuse in the engine compartment fusebox is hot all the time! I don't understand why, eg. the 25A defroster circuit fuse is hot even though you can't run it when the car is off. I want the angels to be keyed to the ignition the way DRLs are normally wired. Am I missing something or do I have to undo my routing and find a way into the passenger-side cabin fusebox? If so, any tips on getting that wire from the engine compartment into the fusebox area without removing the glovebox (again)? I have a CB rig in there and would hate to have to undo all that work as well. Thanks in advance.
