in my opinion get the one without the cats it takes only 30 minutes to switch it back to stock for inspection, and i would go with the whole turbo back if finances permit, gains are greater vs. just the downpipe and noice wont be an isuue if you get a quieter muffler with a silencer in it. or even keep the stock muffler.....just make sure you get the custom piping from DP to the muffler at least 2.5" and get rid of most of the bends of stock pipe.
