04 mazda 6 2.3 auto no start

hello hope someone can help me on this. got a 2004 mazda 6 2.3 auto, bought the car from auction and was told needed fuel pump. upon checking it out when i first turn it over it fires the coil one time and the injectors two times then no more. was also told after the fact of purchasing it that the previous owner put a california emissions motor into a federal car. what kind of issues would that cause, i know the o2 sensors and the cats are different but what else? ive gone over and checked all wires and harnesses, did the continuity checks and so forth. would a problem with the instrument cluster cause this? please help, thanks in advance
