Just remove (slide-off) the bottom cover (on the pivot point) and you will be able to rotate the arm.

Keep starting and stopping the fan for about 50 cycles. That solved a similar problem for me this spring.

I am replacing my 2009 Mazda 5 GT with a 2015 Mazda 5 GT. I used 15" steel rims for the winter on the old car. Can I use the same rims on the 2015 model (comes with 17" factory rims for GT and 16" for GS). Thanks for any suggestions.
