My guess would be condensation on the inside of the windshield that got frozen. I sometime see condensation on the inside of my windshield if it is raining and I park outside for a couple of hours in winter.

I've installed mine a couple of months ago. Definitely no drilling, but a little but of cutting is required. I got mine new and all the screws are come with the mud guard (they re-use some of the existing one though). No glue.
