problems viewing website on I.e/chrome?

Anyone having issues viewing the website on ie or chrome? Everythingbis all jacked up like its for windows 95, and links do't work. Had to use my phone.

On my nook all of a sudden, I am getting only the "index" listing showing & nothing seems to bring me to the correct format.
I'm not really sure if that's the correct name, but it looks like a "table of contents" listing all in blue.

My phone & computer seem to work just fine, so I assumed it was something that I did on my nook but couldn't find any help about it on Google so far.

Weird thing is, when I first visited the page on my android phone, with chrome and the android internet app, it was fine, after a refresh it messed up. It was messed up on the computer first try.

Problem is that the CSS files aren't loading, which tell your browser how to format the content (which is all here if you scroll and squint).
