You have A LOT of learning to do sir. First off, try searching. There are endless amounts of topics about turbos and our cars. It would also help to learn about turbocharging in general. Just saying "I want to run 15-18psi" is very vague. Depending on the turbo that can produce many different power levels.
You need a clear cut power goal, and a crystal clear budget. If you are lucky, You can get a stock MSP setup for $1000-1500 providing you do all of the work. That's 7-8psi on a t25 turbo, topping out at ~180hp depending on bolt ons. If you want more power you are looking at lots of aftermarket parts, at least a piggyback ecu. Custom work, you name it. I would hazard a guess that if you wanted to run 15-18psi reliably and daily and provide good power numbers on a stock MSP turbo you'd be looking at minimum $3-4k if you are lucky. And by no means is that even remotely ideal.
I'm not trying to tell you not to do it, but you've got to know 100% what you are getting into beforehand.
